Since 2007, the City of Pembroke TIL program has been providing housing and supportive services to foster youth, ages 18-22 years old. Applicants must have aged out of the foster care system or relative/non-relative care placement and reside in Broward, Palm Beach and Dade counties.

The program serves youth who qualify for state of Florida Road to Independence Scholarship (RTI) or have stable employment prior to entering the program and maintain full-time employment.

Amenities include computer lab,
recreation room, billiard table, washer/dryer and dishwasher in each apartment,
basketball court, children playroom.
