Housing Programs
The Planning and Economic Development Department is responsible for coordinating the City’s housing programs available through state and federal programs including Community Development Block Grant (CDBG), Home Investment Partnership (HOME) State Housing Initiative Partnership (SHIP), and Neighborhood Stabilization Program (NSP). The City partners with a local vendor, Community Redevelopment Associates of Florida, Inc. (CRAFLA), to implement and process the City’s housing programs. about undefined about undefined
The City of Pembroke Pines follows both federal law (the Fair Housing Act) and Broward County’s Code to define unlawful housing practices. the city's Fair Housing Ordinance about undefined , along with the Florida Fair Housing Act and the Federal Fair Housing Act, makes it illegal for anyone to refuse to rent, sell, or make housing loans based on factors such as race or color, national origin, religion, sex, familial status, disability, sexual orientation, gender identity, and marital status. Additionally, Broward County’s local fair housing laws protect against discrimination based on age, being a victim of domestic violence or human trafficking, political affiliation, source of income, and veteran status.
What is Prohibited?
In the Sale and Rental of Housing:
- No one may take any of the following actions based on race, color, national origin, religion, gender, familial status, or disability:
- Refuse to rent or sell housing,
- Refuse to negotiate for housing,
- Make housing unavailable,
- Deny a dwelling,
- Set different terms, conditions, or privileges for the sale or rental of a dwelling,
- Provide different housing services or facilities,
- Falsely deny that housing is available for inspection, sale, or rental.
- For-profit, persuade owners to sell or rent (blockbusting) or, deny anyone access to or membership in a facility or service (such as a multiple listing service) related to the sale or rental of housing.
In Mortgage Lending:
- No one may take any of the following actions based on race, color, national origin, religion, gender, familial status, or disability:
- Refuse to make a mortgage loan,
- Refuse to provide information regarding loans,
- Impose different terms or conditions on a loan, such as different interest rates, points, or fees
- Discriminate in appraising the property,
- Refuse to purchase a loan or,
- Set different terms or conditions for purchasing a loan.
It is illegal for anyone to:
- Threaten, coerce, intimidate, or interfere with anyone exercising a fair housing right or assisting others who exercise that right.
- Advertise or make any statement that indicates a limitation or preference based on race, color, national origin, religion, sex, familial status, or handicap. This prohibition against discriminatory advertising applies to single-family and owner-occupied housing that is otherwise exempt from the Fair Housing Act.
The city partners with H.O.P.E., Inc., which serves as the city’s Fair Housing Coordinator, to combat housing discrimination and educate residents, landlords, and developers about their fair housing rights and responsibilities. The City of Pembroke Pines is pleased to offer purchase assistance for very low-to-moderate-income households seeking to buy a property for use as their primary residence. Funding is available on a first-come, first-qualified basis until program funds are exhausted.
Assistance comes in the form of a 0% interest deferred second loan that converts to a grant if all program conditions are met.

The City of Pembroke Pines is offering home rehabilitation grants under the CDBG and SHIP programs to assist income-qualified households in addressing necessary health and safety improvements, code violations, weatherization, and structural enhancements.
Funding is available on a first-come, first-qualified basis until program funds are exhausted.
Eligibility Requirements
To receive assistance, homeowners must:
- Occupy the unit as their primary residence.
- Be current on mortgage payments, property insurance, and Home Owner Association dues.
- Have no outstanding government liens on the property.
- Qualify as a low to moderate-income household according to HUD guidelines.

The City of Pembroke Pines is pleased to offer a grant program to assist low- to moderate-income homeowners who are required to connect to Broward County’s sewer system.
The program is administered by Community Redevelopment Associates of Florida, Inc. (CRA) on behalf of the City. CRA will manage the intake process and review applications for eligibility.
This program provides eligible Pembroke Pines residents with up to $10,000 in financial assistance to cover costs associated with:
Abandonment of the existing septic system
Installation and connection to the County’s sewer service line
Assistance is available on a first-come, first-served, first-qualified basis. Properties must be located within the City of Pembroke Pines to be eligible.

The City of Pembroke Pines administers the sewer connection grant program, but all project-related construction questions should be directed to Dickey Consulting per county guidance.
Important Timeline Information for Current Sewer Improvement Project
Please note: While the Sewer Connection Grant Program is currently open, only residents from earlier project phases previously completed by the City of Pembroke Pines may be eligible at this time.
The current phase of the sewer improvement project is being carried out by Broward County, with an anticipated connection date of June 2027. Residents will not be able to connect to the system until that time.
We invite residents to remain engaged and check back regularly for updates on grant availability.
Eligibility Requirements:
To qualify for the Sewer Connection Grant Assistance Program, applicants must meet all of the following criteria:
Property Location and Type: The property must be located within the City of Pembroke Pines. Eligible property types include single-family detached homes, townhouses, and units within Planned Unit Developments (PUDs).
Household Income: Applicants must meet income limits established by the U.S. Department of Housing and Urban Development (HUD). Income limits are based on the Area Median Income (AMI) and vary depending on household size.
Assessed Property Value: The assessed value of the property must be at or below $636,806.00.
How to Apply:
Step 1: Obtain the Application – Applications and detailed program information are available through Community Redevelopment Associates of Florida, Inc. (CRA). You can download the application or request more details by visiting the Pembroke Pines Sewer Connection Program site.
Step 2: Complete the Application – Fill out the application form with all required information. Be sure to review the eligibility criteria to ensure you meet all requirements.
Step 3: Submit the Application – Once completed, submit your application to CRA by placing it in the designated drop box outside CRA's office at 8569 Pines Boulevard, Suite 207, Pembroke Pines, FL 33024.
