Munis ERP Vendor Management System

The City of Pembroke Pines is currently implementing an enhanced Citywide Enterprise Resource Planning (ERP) system with the goal of updating our processes and improving customer service.  Part of the new Tyler Technologies Munis ERP system will include a vendor management module.  In addition, this new system will include a Vendor Self Service (VSS) web portal which will allow vendors to update their information and documents on an as-needed basis.  Using VSS, vendors will also be able to enter and maintain their contact and remittance information, discount and payment terms, designated contact persons, and the commodity codes that represent the goods and services the vendor can provide.  

While we work towards go-live with the new VSS web portal, we are requesting for vendors to complete the attached Vendor Registration Packet and submit it to to help facilitate the implementation process.

The new process is intended to make the bidding process easier for vendors that bid on multiple City projects.  This process will allow vendors to complete and submit the following standard forms and documents at any time prior to bidding on a project.  In addition, the vendors will be able to utilize these same forms without the need to re-fill and re-submit the forms each time they bid on a City project.  In the event that the City does not have one of the forms or documents listed below for your company, the City may reach out to your company after the bid has closed to obtain the document(s).

Furthermore, please make sure to update this information on an as-needed basis so that all pertinent information is accurate, such as local business tax receipts, and any other relevant information.  

Procurements under $25,000

For procurements under the $25,000 threshold, the City uses various methods to obtain quotes including the 
GovQuote website.  Please register on GovQuote for additional opportunities to bid on these types of solicitations.

Procurements Over $25,000

For formal procurements, over the $25,000 threshold, the City of Pembroke Pines has partnered with 
BidSync to announce and distribute all formal solicitations posted by the City of Pembroke Pines. This partnership will make it easier for you to immediately receive and respond to opportunities as they are released. Please register with BidSync in order to receive automated announcements and to download bid and contract solicitations. The process will take less than five minutes. If you are already registered with BidSync, log on to and update your profile.

Registering with BidSync is FREE for agencies that want access to see the City of Pembroke Pines solicitations.  Please note that if you are clicking on the “Register for Free” button on the BidSync website and it is still asking you to pay a fee, you may need to clear your "cache" and "cookies" on your web browser.

Register A New BidSync Basic Account

To register as a free vendor in the BidSync system, follow these steps (if linking from a specific Government Agency's registration page, please skip to Step 4):

  3. On the Plan Comparison page, scroll down to review your options. When ready, select your package from the top of the page:
  4. Basic accounts can participate in most bids for free, but only receive notifications for agencies contracted with BidSync. Choose from where you'd like to receive free notifications:
  5. Enter your email address and verify whether there's already an account:
  6. Once your email is verified, enter in the rest of your information and check the box to agree to the Terms of Services after reading them:
  7. An email is sent with a link to verify your address and start setting up your business profile. Click the link to go to the next step to Setup a Verified Account:
